California EBT system requirements state that future-dated food and cash benefit grants are made available between 12:01 a.m. and 5:00 a.m. Pacific Time on the benefit availability date. A Los Angeles County DPSS EBT handbook also defines the availability date as the date benefits are deposited for access and says benefits are available at 5:00 a.m. Pacific Standard Time on that date.
