Each maintenance window is expected to involve roughly 1.5 to 2.25 hours of downtime for the affected state processor.
SNAP maximum benefits and income limits were updated for the federal benefit year running October 1, 2026 through September 30, 2027. National reporting also says October 1 changes include stricter SNAP eligibility rules and higher state administrative cost obligations, with work requirements applying to adults ages 18–64 and some families with children age 14 or older no longer exempt.

Hawaii DHS says SNAP maximum allotments decrease beginning October 1, 2026 as part of USDA’s multi-year adjustment of Hawaii SNAP benefits to updated food cost data. DHS says Hawaii will experience another reduction in SNAP benefits starting October 1.
New Jersey DHS says federal changes affect SNAP noncitizen eligibility beginning October 1, 2026, and the state is providing information on the SNAP noncitizen eligibility changes.
North Dakota Health and Human Services says the state requested postponement of SNAP EBT purchase-list changes from September 1 to November 1, 2026. SNAP participants can continue buying currently eligible items until November 1, when the Healthy Choice Waiver changes are targeted to take effect.
Virginia DSS says that starting November 1, 2026, SNAP customers in Virginia will no longer be able to use SNAP benefits to buy carbonated sweetened beverages, including soda, diet soda, zero-sugar soda, carbonated energy drinks, and carbonated drinks with 5 grams of added sugar or more per serving.
Montana’s USDA-approved SNAP food restriction waiver is scheduled to restrict SNAP purchases of soft drinks, junk food, and candy; current waiver summaries list implementation during the October-November window, with the change delayed to November 1, 2026.
Federal Register materials describe Ohio’s SNAP demonstration request to exclude sugar-sweetened beverages and a later modification to add fountain drinks. New Jersey DHS says federal SNAP changes include a SNAP administrative cost-sharing change beginning October 1, 2026, and policy instructions related to narrowed federal noncitizen SNAP eligibility. The notice says households that lose eligibility at recertification due to the noncitizen SNAP changes are not subject to over-issuance claims for benefits received during the certification period because of those changes.
Indiana FSSA says that beginning November 23, 2026, SNAP benefits that are at least 274 days old will be removed from EBT accounts regardless of whether the card has been used. Benefits removed through this expungement cannot be replaced.
New Jersey DHS says federal SNAP changes narrow which noncitizens may be eligible for SNAP, and county social service agencies have been given policy and procedure instructions regarding SNAP noncitizen eligibility. The same notice says that beginning October 1, 2026, the SNAP administrative cost-sharing requirement changes from 50% federal/50% state to 25% federal/75% state.
Virginia DSS says that beginning November 1, 2026, SNAP benefits can no longer be used in Virginia to buy certain carbonated beverages with added sweeteners, including soda, diet soda, zero-sugar soda, carbonated energy drinks, and carbonated drinks with 5 grams of added sugar or more per serving. DSS says SNAP eligibility, benefit amount, and issuance schedule are not changing.
USDA’s SNAP food-restriction waiver page lists Ohio’s restriction as beginning November 1, 2026, restricting sugar-sweetened beverages and all fountain drinks. USDA’s Ohio waiver materials say the state requested to exclude sugar-sweetened beverages and later requested adding fountain drinks; the originally approved project was for a two-year demonstration, though Ohio reporting indicated the original October 1 start was paused pending further federal guidance.

The change applies to initial applications, recertifications, and add-a-person requests submitted on or after October 1; the state says submitting complete documents promptly can help prevent processing delays.
Nebraska DHHS materials state that candy would no longer be purchasable with SNAP benefits effective November 1, 2026, as an addition to the state’s Healthy Choice Waiver. However, subsequent reporting notes that the federal court vacated the underlying Nebraska waiver, meaning the November 1 candy restriction is not proceeding under the current order.
Ohio announced federal approval for a SNAP waiver prohibiting SNAP purchases of carbonated sugary drinks, with the change scheduled to become effective October 1, 2026. The waiver restricts beverages where sugar, corn syrup, high-fructose corn syrup, or similar caloric sweeteners are a primary ingredient, or the second ingredient after carbonated water.
North Dakota Monitor reported on October 3, 2026 that North Dakota’s SNAP waiver restricting candy and soda purchases was postponed to November 1, 2026, after federal officials requested more time for public notice and comment review.
Ohio’s SNAP administrative code changes effective October 1, 2026 state that able-bodied adults are required to work 20 hours per week, or 80 hours averaged monthly, or they may lose SNAP eligibility. The rules also update screening for exemptions and time-limited participation.

Starting November 1, 2026, SNAP customers in Virginia will no longer be able to use SNAP benefits to buy carbonated sweetened drinks, including soda, diet soda, zero-sugar soda, carbonated energy drinks, and carbonated drinks with added sugar or artificial sweeteners. Virginia says eligibility, benefit amounts, and issuance schedules are not affected.

Customers are told to keep using their current card until the replacement arrives and to keep contact information updated to avoid problems receiving the new card.

Tennessee DHS announced automatic Replacement SNAP beginning September 4, 2026, for eligible SNAP households in specified ZIP codes affected by severe weather, prolonged power outages, or household misfortune. The replacement benefits are intended to help households that may have lost food.
California’s CalFresh Fruit and Vegetable EBT Pilot Project resumes October 1, 2026, after additional funding was approved in the Budget Act of 2026. Eligible CalFresh participants can again earn fruit and vegetable incentives at participating retailers while funding is available.
Ohio’s SNAP demonstration project changes what can be purchased with SNAP by excluding sugar-sweetened beverages and, under a requested modification, fountain drinks. The Federal Register notice states the modification was requested to be effective October 1, 2026.
USDA/FNA opened a request for comments on Florida’s SNAP demonstration project restricting purchases of soda, energy drinks, candy, and prepared desserts. The comment deadline is October 15, 2026.
After a storm caused power outages in the San Antonio area, SNAP recipients who lost food may qualify for replacement benefits. Texas HHSC staff and the San Antonio Food Bank provided assistance with applications and storm-related SNAP benefit questions in early September 2026.
Washington DSHS reported delays caused by initial federal funding and card-vendor issues for the SUN Bucks Summer EBT program. The state said a final round of 2026 SUN Bucks issuances was expected around September 25, 2026, and that cards typically arrive within seven to 10 business days after mailing.
Texas announced that the Your Texas Benefits website and mobile app would be unavailable on Sunday, September 20, 2026, from 5 a.m. to 11 p.m. due to maintenance. The notice directed SNAP, Medicaid, CHIP, and TANF users to call 2-1-1 for help during the outage.
Virginia began issuing new chip-enabled SNAP EBT cards in September 2026 to replace magnetic-stripe cards and reduce fraud. The governor’s office said a second round of card rollouts is scheduled to begin at the end of October, and all Virginia EBT cardholders are expected to receive new cards by December 31, 2026.
Ohio delayed a SNAP restriction that had been scheduled to begin October 1, 2026, which would have restricted sugar-sweetened beverages and fountain drinks. The delay was requested by USDA/FNA while federal officials publish a Federal Register notice and review public comments.
Missouri DSS says its Healthy SNAP Initiative has an anticipated implementation date of October 1, 2026. If implemented, SNAP and SUN Bucks benefits would no longer be usable for certain items including candy, prepared desserts, soda, juice drinks, punch, tea, and some other beverages under the state’s proposed definitions.
Missouri DSS Healthy SNAP resources say the state requested classification of several foods and beverages as restricted SNAP foods, with definitions updated and approved by FNS on June 15, 2026. Listed excluded items include candy, pre-packaged ready-to-eat desserts, and certain beverages.

Hawaii DHS announced September 16, 2026 that SNAP households impacted by Tropical Cyclone Lala may request replacement benefits through September 23, 2026, and households impacted by Hurricane Lowell may request replacement benefits through September 28, 2026. DHS also announced USDA approval for a 60% Automated Mass Replacement for Kauaʻi SNAP households affected by Hurricane Lowell.
Indiana announced that on September 17, 2026, FSSA received federal approval for an Automated Mass Replacement waiver allowing automatic replacement of a portion of monthly SNAP benefits for recipients in designated ZIP codes within affected counties from the August 2026 severe weather event.
KWCH reported September 1 and September 2, 2026 that hundreds of people in Wichita were waiting on SNAP benefits while the Kansas Department for Children and Families worked through a backlog. The reports said some applicants were told DCF was 57 days behind and still processing July benefits, with DCF citing new state and federal requirements and staffing shortages.
Texas Governor Greg Abbott and HHSC announced September 11, 2026 that Texas received federal approval to extend the deadline for SNAP recipients to apply for replacement benefits for food lost or destroyed because of Tropical Storm Edouard. SNAP recipients had until September 21, 2026 to apply.
Nevada Current reported September 3, 2026 that northern Nevada residents who lost food purchased with SNAP benefits because of the Bug, Fred, Stallion, or Hawk fires, or related power outages, could request replacement benefits through September 7, 2026.
