Hawaii - Automatic SNAP replacement benefits and extended reporting deadline after Tropical Cyclone Lala
Hawaiʻi DHS announced an Automated Mass Replacement of 45% of August SNAP benefits for households in federally approved areas affected by Tropical Cyclone Lala, with replacement benefits scheduled to be available on EBT cards as early as September 3, 2026. The automatic replacement applies to SNAP households in Hawaiʻi County, the City and County of Honolulu, and West Maui ZIP code 96761. SNAP recipients outside those areas, or households needing more than the automatic amount, may submit written statements for replacement benefits through September 13, 2026.

South Carolina - Healthy Food SC SNAP purchase-rule demonstration postponed
South Carolina DSS announced that USDA requested postponement of the Healthy Food SC demonstration project for SNAP households. The project had been prepared to begin August 31, 2026, but the new implementation date is November 1, 2026, meaning the purchase-rule change remains on hold during September and October.

North Dakota - SNAP Healthy Choice Waiver purchase-rule changes postponed from September 1 to November 1
North Dakota Health and Human Services announced that, at the direction of the U.S. Food and Nutrition Administration, it submitted a request to postpone SNAP Healthy Choice Waiver changes from September 1, 2026 to November 1, 2026. SNAP participants may continue purchasing currently eligible items with EBT cards until the new implementation date.

Ohio - SNAP sugary-drink purchase ban delayed before October 1 start date
Ohio delayed a SNAP restriction that had been scheduled to begin October 1, 2026 and would have barred SNAP recipients from buying many sugary drinks with benefits. The delay came at USDA’s request while USDA seeks public comment following litigation over similar SNAP food-restriction waivers. Ohio has not announced a new implementation date.

Washington - SUN Bucks/Summer EBT benefits delayed, with another issuance expected in mid-September
Washington DSHS says it started processing 2026 SUN Bucks benefits after a federal funding delay, but some families may receive cards later than expected. DSHS estimates another round of issuances will go out in mid-September 2026, and card delivery may also be delayed due to card vendor processing times.
