USDA’s proposed rule describes a statutory change effective beginning fiscal year 2027, which started October 1, 2026: the federal share of annual SNAP state administrative costs is reduced from 50% to 25%. This does not directly change EBT purchase eligibility, but it affects SNAP administration funding during the October-November window.
USDA updated SNAP maximum allotments, deductions, and income eligibility standards for FY 2027, effective October 1, 2026 through September 30, 2027. The change affects monthly SNAP benefit calculations loaded to EBT cards.
USDA published a proposed rule on October 23, 2026 to modernize SNAP EBT card security and account features, including requirements related to chip-card security, account locking, and access to transaction and account-management history. Comments are due after the current news window, but the proposed rule was issued during October 2026.
Montana’s Healthy SNAP Food Restriction Demonstration Waiver takes effect November 1, 2026. SNAP EBT cards may no longer be used to buy restricted categories including candy, high-sugar beverages, energy drinks, and shelf-stable prepared desserts. The state says the waiver does not reduce monthly benefit amounts or change general SNAP financial eligibility.
North Dakota postponed its SNAP EBT purchase-rule changes from September 1 to November 1, 2026. Beginning November 1, sweetened drinks, certain energy drinks, and candy are no longer eligible for purchase with SNAP benefits at North Dakota retailers, including for out-of-state EBT cardholders shopping in the state.
Starting November 1, 2026, Virginia SNAP customers can no longer use SNAP benefits to buy carbonated sweetened beverages, including soda, diet/zero soda, carbonated energy drinks, and beverages made with carbonated water and added sugar or artificial sweeteners. The state says the change does not reduce monthly SNAP benefit amounts or require new EBT cards.
