National - Federal judge blocks SNAP soda and candy purchase restrictions in five states
A federal judge vacated USDA-approved SNAP food restriction waivers for Colorado, Iowa, Nebraska, Tennessee, and West Virginia, affecting planned or existing restrictions on using SNAP benefits for items such as soda and candy. This remains relevant during July and August 2026 because Tennessee’s restrictions had been scheduled to begin July 31, 2026, and the ruling also affects ongoing state implementation of similar SNAP purchase restrictions.

Tennessee - Planned July 31 SNAP purchase restrictions blocked before rollout

Connecticut - Replacement SNAP benefits available after July 4 storm outages
Connecticut SNAP recipients who lost food because of long-duration power outages from the severe storm on July 4, 2026 may be eligible for replacement benefits. Losses had to be reported to the Department of Social Services by July 14, 2026; replacement benefits may cover the amount of the loss up to the household’s monthly benefit.

Pennsylvania - Replacement SNAP benefits available after severe weather and power outages
Pennsylvania SNAP households affected by severe weather and extended power outages following early July storms may be eligible for replacement SNAP benefits if food was destroyed. Households must request replacement within 10 days of the incident and submit the required affidavit.

Arkansas - SNAP purchase restrictions took effect July 1
Arkansas SNAP and Summer EBT benefits can no longer be used to buy soda, candy, fruit or vegetable drinks with less than 50% natural juice, and other “unhealthy beverages.” The Arkansas SNAP Nutrition Waiver program went into effect July 1, 2026.

South Carolina - SNAP restrictions on candy, soft drinks, energy drinks, and sweetened beverages begin August 31
Beginning August 31, 2026, South Carolina SNAP benefits may no longer be used to buy candy, soft drinks, energy drinks, and sweetened beverages. South Carolina DSS advises cardholders to check restrictions when using a South Carolina EBT card outside the state.
