USDA’s FY 2027 SNAP cost-of-living adjustment updates maximum allotments, income eligibility standards, deductions, and related figures effective October 1, 2026 through September 30, 2027.
USDA’s updated SNAP staple-food stocking standards require SNAP-authorized retailers to comply with new stocking requirements by November 4, 2026. USDA says the rule changes retailer authorization/stocking requirements, not what SNAP customers may buy.
Virginia DSS says that starting November 1, 2026, SNAP customers in Virginia will no longer be able to use SNAP benefits to buy carbonated sweetened beverages, including soda, diet soda, zero-sugar soda, carbonated energy drinks, and carbonated drinks with 5 grams of added sugar or more per serving.

Virginia generally follows the standard federal SNAP grocery rules.
USDA lists an approved SNAP Food Restriction Waiver for Virginia with a target implementation date of October 1, 2026. The waiver would restrict purchase of sweetened beverages.
Virginia participates in the Restaurant Meals Program, but only eligible households can use EBT at approved restaurants.
Cold deli food is usually allowed when it is meant to be eaten at home. Hot deli food is usually not allowed.
Check the label. Items with Nutrition Facts may be allowed. Items with Supplement Facts usually are not.
Hot food is usually not allowed unless a temporary disaster rule is active.
Most normal grocery food is allowed now. Watch for state restriction changes targeted for October 1, 2026, and watch out for hot food, restaurant meals, supplements, and non-food items.
